Busan to Pass S. Korea’s First City Ordinance on Tackling Loneliness

SEOUL, May 3 (Korea Bizwire)The city of Busan is expected to pass South Korea’s first city ordinance to address loneliness, which is becoming a serious social problem.

The Busan Metropolitan Council announced on Thursday that it will bring the legislation to the permanent committee for review today.

The ordinance defines loneliness as solitary sentiment or pain derived thereof based on physical severance from society or unsolicited social relationships.

The ordinance, once adopted, will develop a ‘loneliness index’ and organize a ‘loneliness committee’ to treat lonely citizens and promote happiness.

“Today’s social structure has reached the extent where citizens inevitably fall into the traps of loneliness due to difficulties in carrying out their livelihood,” said Park Min-seong, who first proposed the bill as a councilor for the Democratic Party.

“So far, the issue of solitary deaths, concentrated mostly on vulnerable groups, has been addressed by passive policies. Now, we have to change the paradigm on how we should approach the issue of loneliness.”

The ordinance will be promulgated following the final review on May 10.
