Citizens Volunteer Use Car Black Boxes to Eliminate CCTV Blind Spots

BUSAN, Jun. 5 (Korea Bizwire)Law enforcement officials in Gijang County have caught a woman who stole a cell-phone from a CCTV camera blind spot, by checking footage recorded by the black-box in a car parked near the crime scene.

On June 2, a woman in her twenties filed a police report for the theft of her cell phone and 150,000 won (US$ 134).

She put her cell-phone and other belongings on a table outside a convenience store, and went into the store briefly. Her cell-phone went missing while she was inside the store.

Although there were no CCTV cameras recording the site, police soon retained footage showing a woman in her sixties stealing the young woman’s cell-phone, which was recorded by the black-box in a car whose owner had signed up for the ‘Owl Watchers’ program run by the Gijang Police.

Owl Watchers was introduced by the county police last year to eradicate CCTV blind spots with complementary video recording by black-box cameras in citizens’ cars.

Currently, 585 Gijang county citizens have signed up in the Owl Watchers program, providing more security for locals and information to the police.

The woman who stole the cell-phone has confessed and been indicted without detention.
