Gov’t to Revise Dog Leash Legislation

SEOUL, Jul. 4 (Korea Bizwire)In the future, it will be mandatory for owners to hold their dogs’ collars or leashes when taking an elevator.

The Ministry of Agriculture, Food and Rural Affairs said Wednesday that it will strengthen safety management of pet owners to prevent safety accidents.

The measure has been brought up for revision amid a series of dog bites occurring across the country despite repeated calls for caution.

The ministry is first considering limiting the leash length of companion animals to 2 meters when going out for a walk.

The leash is currently defined as being used in “a range that can effectively control animals and does not harm others.” However, the ministry is planning on providing more specified and concrete version of the definition.

The ministry will also consider a mandatory law which dictates that owners hold a dog’s leash, and could also make it mandatory for owners to hold their dog inside apartment complexes in places such as elevators.

Furthermore, the ministry also decided to create a method and procedure to evaluate the aggressiveness of dogs. The move is aimed at preventing dog bites and aggression by screening high-risk objects.
