Gov’t Unveils Measures to Enhance Seafarers’ Work Environment

SEOUL, July 13 (Korea Bizwire)South Korea on Wednesday unveiled a string of measures to enhance the work environment for seafarers, specifically targeting the challenges posed by an aging workforce and a general shortage of labor in the sector.

The government will engage in tripartite consultations involving labor, management, and government bodies to reduce the duration of service on board and to increase the number of paid vacation days to match the international average, the ocean ministry said.

In contrast to South Korea, where individuals serving on board ships for six months receive a two-month vacation, European countries provide a three-month vacation for three months of service on board.

Meanwhile, Japan grants a two-month vacation for four months of service on board.

“”The duration of service on board and the number of paid vacation days are the key issues that will be addressed through the tripartite consultation,” a ministry official said.

“If labor and management can reach an agreement, the government may offer shipowners incentives in the form of administrative, financial, and fiscal support.”

Improving poor internet connectivity on ships, a significant factor deterring young seafarers from undertaking extended service on board, is also on the agenda. The goal is to achieve connectivity levels equivalent to those on land.

Additionally, the ministry plans to increase the amount of non-taxable earned income for oceangoing seafarers.

Currently estimated at approximately 3 million won (US$2,340) per month, this measure aims to boost the actual income of seafarers.
