Gov’t Unveils Plan to Introduce ‘Vocational Ability Bank System’

SEOUL, Aug. 11 (Korea Bizwire)The government will establish legal grounds to enable the systematic management and application of the information regarding workers’ vocational abilities accumulated through educational training programs, for employment and human resource management purposes.

The Ministry of Employment and Labor announced on Tuesday that it had issued an advance legislation notice for a revision of the Workers’ Vocational Ability Development Act to introduce the so-called ‘vocational ability bank system.’

This system is designed for the systematic management and application of workers’ vocational ability information.

In particular, the new system ensures integrated management of the vocational abilities that workers gain through various channels, including educational training and qualifications, in the manner of ‘saving’ such information.

The vocational abilities, including knowledge and techniques that are needed to carry out specific tasks at industrial sites will be managed based on standardized National Competency Standards (NCS).

At present, the management of workers’ vocational abilities is limited simply to checking their educational training information.

The vocational ability bank system, however, will make it easier to identify and manage workers’ vocational abilities in more detail on the basis of the NCS competency unit element.

Amid the increasing convergence and integration of job functions, the vocational ability bank system is expected to contribute to ensuring that workers are deployed in the most efficient way possible.
