Seoul City to Publish Standard Manual for Animal Protection Agencies

SEOUL, Oct. 7 (Korea Bizwire)The Seoul Metropolitan Government plans to develop a manual on animal management for animal protection facilities to better protect abandoned animals.

The city announced on Saturday that it will form an expert committee comprised of civil groups, academics (veterinarians, bioethics researchers), and other subject matter experts to complete the manual by this coming December.

First, the city will conduct a study to gain insight into the current state of operation among animal protection facilities, including the Seoul National University College of Veterinary Medicine and the Seoul Animal Care Center.

Other animal protection agencies and adoption centers in each district will also be subject to the study.

The city will also draw up proposals to improve the current system of protecting abandoned animals.

The proposals will advise on the scope of animals subject to transfer and treatment at the emergency medical center for abandoned animals scheduled to open in 2020, its scope of medical treatment, discharge rules, and requirements for euthanasia.

The manual will also address methods to improve the quality of protection for animals at other animal protection agencies, as well as the details on medical treatment provided by animal protection centers, how to enhance related technology, status reports on the animals in custody sorted by various categories including the kinds of diseases, and recommendations from the Korea Animal Rescue and Management Association on ways to improve veterinarian practices.
