Seoul Steps Up to Reform Regulations

SEOUL, Aug. 18 (Korea Bizwire)The Seoul Metropolitan Government set out plans to reform regulations for life-oriented businesses.

The government is planning to relax regulations for restaurants and bakeries putting out tables and chairs in front of their shops. Currently, outdoor business is banned to minimize civil complaints. Only businesses in the special tourist zone of Jamsil and Yonseiro in Seodaemun district are permitted to do business outside. After the regulations are reformed, 25 restaurants in the Da-dong, and Mugyo-dong Special Tourist Zones and 20 restaurants in Daehangno are expected to be allowed to conduct business outdoors.

In addition, the development of food trucks, which are rising as a new startup opportunity for young people, will be invigorated. The Seoul Metropolitan Government made a proposal to the government on the revision of Implementing Regulations in Food Sanitation Law. The proposal suggests that heads of local government should be allowed to designate areas for food trucks at cultural spots like Dongdaemun Design Plaza. Currently, food trucks are only allowed at parks, sports facilities and amusement parks identified by law.

The city also plans to propose reforms of 50 other regulations in housing, which are also close to the lives of citizens.

Regulatory reform systems will also change in a more ‘communicative’ way. An open court will take place with a jury consisting of citizens and experts present. The court will decide whether to go through regulative reforms or not.

The city will also set up an online suggestion box to receive ideas and complaints from citizens. “We would like to hear the people’s thoughts on regulations that are causing inconvenience. Both online and offline channels are always open.”
