Vehicle Maintenance History Goes Public

SEOUL, June 16 (Korea Bizwire) – Those considering purchasing used vehicles will now be able to easily search for information  such as maintenance history and mileage online.

The Anti-Corruption & Civil Rights Commission (ACRC) suggested that the Ministry of Transportation disclose a detailed history of used vehicles to the public through a general online portal for automotive services, on Wednesday, June 15.

The general public online portal for automotive services is a website administered by the Ministry of Transportation where civil complaints can be filed and automotive information is provided.

Individuals who purchase used vehicles currently rely only on information provided by used vehicle dealerships, and fraudulent vehicle history claims have become problematic, according to the ACRC.

The ACRC analyzed 1,010 civil complaints related to used cars that were filed through the general public online portal, and found 416 cases (41.2%) related to vehicle condition and performance, 253 cases (25.0%) of false advertisement, and 139 cases (13.8%) of complaints about charges and fees.

Of note, complaints related to vehicle condition and performance were mainly due to discrepancies between the actual condition and the provided information.

The Ministry of Transportation started providing detailed history information of used vehicles through the general public online portal last October, however minimal information can be shown without the consent of the used vehicle dealer, resulting in the service being of little practical use.

As such, the ACRC recommended that the Ministry of Transportation come up with a way to allow people to view detailed information on a vehicle such as maintenance history, accident history, mileage, and repair details using a vehicle registration number and a public certificate.
