Korea Opens Public Portal to Report Harms Linked to ChatGPT and Other AI Tools

SEOUL, Oct. 31 (Korea Bizwire) — South Korea on Friday launched a new reporting platform that allows users to share experiences of harm or misconduct linked to generative artificial intelligence (AI) services such as ChatGPT, as part of a broader effort to address the social risks emerging from the rapid adoption of AI.

The Korea Media and Communications Commission (KMCC) and the Korea Association for ICT Promotion (KAIT) said the “Generative AI User Participation Platform” is now operational and accessible through the national Broadcast and Communications User Information Portal.

Through the platform, the public can report incidents of violence, sexual crimes, harassment, or other forms of abuse encountered while using AI chatbots or image- and voice-generation services. Reports will be reviewed and shared with service providers to encourage prompt and voluntary corrective measures, the agencies said.

The platform also provides data and analysis on reported risks, safety guidelines for users, and detailed information on the characteristics and proper use of text-, image-, and audio-based AI tools. Users can track the progress and outcomes of their submissions directly through the system.

Officials said the initiative follows a surge in the use of services like ChatGPT, Anthropic’s Claude, and Korean startup Zeta’s chatbot, alongside a rise in cases of inappropriate or harmful interactions.

The KMCC said it convened expert working groups earlier this year to develop the system’s structure and risk classification criteria, and held consultations with AI firms in July and September to ensure that reports could lead to tangible improvements in service practices.

Data collected through the platform will inform future policy and regulatory reforms aimed at mitigating AI-related risks, the commission added.
