Blockchain System May Help Tackle Kindergarten Irregularities

SEOUL, Oct. 22 (Korea Bizwire)In light of reports of widespread irregularities that have occurred at South Korean preschools, which have escalated into a serious social issue, one educational expert claims that incorporating blockchain technology into school operating systems may be much more effective at tackling the irregularities at private kindergartens, much more so than coming up with new laws or making amendments to existing systems.

Professor Han Se-eog of Dong-a University’s Graduate School of Social Welfare said that the process of creating new laws would be rigorous.

And even with the advent of new laws, according to Han, it would be difficult to completely crack down on irregularities as people will find new ways to work around the system.

“A preschool operating system based on blockchain technology could fundamentally block various irregularities from happening,” said the professor.

There are over 1,900 private preschools in the Busan area alone, in addition to the 160 preschools operated by the government.

A newly proposed measure involves the application of a state accounting system to private kindergartens.

If the measure is to be operated on blockchain technology, this could root out all previous irregularities as the system would give regulators and parents a bird eye’s view of each preschool.

Experts also say that the system would lead to a better quality of education. “Blockchain ensures security and transparency,” said Han.

As the system would be policed by all stakeholders and with information dispersed instead of being stored on a central server, accounting fraud, budget misappropriation and other irregularities found during education authorities’ inspections would be impossible.

Han also stated that Estonia had been implementing blockchain-based operating systems to manage its social welfare system.

“The system could easily be applied in South Korea since the domestic networking technology is robust,” concluded Han.
