Seoul Accelerates Plans for Floating Office on Hangang River

SEOUL, April 20 (Korea Bizwire) — The Seoul Metropolitan Government is moving forward with plans to construct a floating office complex on the Hangang River, a bold project intended to blend innovation, urban aesthetics, and waterfront development.

According to city officials on Sunday, the proposal will undergo a formal investment review in the second half of this year to evaluate its feasibility and economic potential. The initiative is part of Mayor Oh Se-hoon’s ongoing “Great Hangang River Project,” which aims to revitalize the river as a dynamic hub for work, leisure, and tourism.

The envisioned structure will consist of a 3,600-square-meter floating platform supporting a four-story building with a total floor area of 5,000 square meters. Designed as a multi-functional space for both work and relaxation, the floating office will resemble the Floating Office Rotterdam in the Netherlands — a well-known model of sustainable, waterborne architecture.

To lay the groundwork, the city has recently commissioned a comprehensive study titled “Master Plan and Feasibility Analysis for Hangang River Floating Office,” which will include site selection, economic viability, and a business strategy for attracting tenants.

Ideal locations will be chosen based on accessibility, potential user demand, nearby parking infrastructure, and sufficient water depth. Likely candidates include Ichon-dong in Yongsan District and Seongsu-dong in Seongdong District, areas with strong transit links and high commercial interest.

In addition to estimating construction and operating costs, the study will project revenue streams and examine which industry sectors are best suited to occupy the space. The city also plans to implement safeguards against flooding, strong winds, and other natural hazards.

“This project isn’t just about building a new workspace — it’s about enhancing Seoul’s urban appeal and creating a unique landmark along the Hangang River,” a city official said.
