SEOUL, Feb. 11 (Korea Bizwire)A man in his 40s has been arrested again for stalking and blackmailing his ex-girlfriend after being released from jail. He had previously served time for stalking and threatening the same woman who broke up with him.

The Seoul Seodaemun Police Station announced that officers had arrested Moon (42) for breaching privacy laws and committing retaliatory crime.

Moon dated his coworker ‘J’ (43, female) from January to April 2015. However, when Moon seemed to be overly obsessive and suspicious of J, she broke up with him.

After he was dumped, Moon continuously sent texts and messages to J, stalking her. He spread a false rumor that J was promiscuous, and even tried to rape her after waiting for her to come home in front of her house.

J reported Moon to the police, and he was arrested in May 2015.

While Moon was in jail, he wrote multiple letters to J promising never to visit her again, suggesting a settlement. J, who was worried that Moon would keep try to harm her even after release, agreed to the settlement.

In July, Moon was released from jail, but a few days after release, he contacted J again, demanding that she meet him.

When J did not reply to Moon, he opened three mobile phone accounts, continuously calling her and sending her texts, threatening to “kill her”, or “hurt her family”.

He also called J in the middle of the night making perverted noises, and wrote false comments claiming that J was promiscuous on her SNS accounts.

Without any change in his behavior, J reported Moon to the police again, and the police arrested him again in fear that his threats would escalate.

Moon tried to get J to settle again, offering 10 times more money in compensation than before. However, the police commented that J has no intention to agree to the settlement.

Police officials comment that they are providing protection programs to the victim, as she is suffering from serious anxiety. They also added that since ‘date violence’ that occurs between people in a relationship has a high risk of reoccurring and causing retaliatory damages, measures should be taken to strictly punish offenders and protect victims.
