SEOUL, Nov. 28 (Korea Bizwire) – The Songpa District office announced plans on Monday to provide daylight devices for low-income households living in semi-basement apartments.

With technical support from energy company NLS, the newly proposed measure named ‘Make A Sun-filled Happy Room’ is designed to help raise daylight intake for people living in apartments below the ground level who don’t get much sunlight during the day.

The daylight device will collect light from the roof of the building through a GPS-based controller that responds to sunlight, which will then be sent to semi-basement households using a reflector.

“Through the installation of daylight devices, we hope to help secure the right to light for households in poor living conditions, as well as both physical and mental health benefits,” the local office said.

A number of factors are considered before setting up a daylight device, including an agreement from building owners, as well as obstacles within the vicinity of where the light-saving devices will be installed.

Songpa District began part of the installation process back in May, launching living environment assessments as well as monitoring the urgency of each household for daylight saving devices.

Based on the data from the surveys, the Songpa District office decided to prioritize the most vulnerable members of society, with plans to introduce daylight devices for senior single households, households with disabilities, as well as multi-child families.

“Our staff members’ effort during the hot summer weather has finally come to fruition this winter. We hope the warm and bright natural light can warm up homes during the winter season and bring hope, too,” said Park Choon-hee, the head of the Songpa District office.

An increasing number of municipal governments are expected to follow in the footsteps of Songa District and address the issue of low daylight levels among semi-basement households, with an estimated 360,000 households living in semi-basements as of 2015, according to data from Statistics Korea.

Over 9 in 10 South Korean households in semi-basements were found to live in Seoul and the surrounding area including Incheon and Gyeonggi Province, with over half of them living in a rented home.
