SEOUL, Jan. 16 (Korea Bizwire) — From now on, “social values” will be considered as important evaluation factors in the recruitment and promotion of civil servants, financial projects and public procurement.
Analysts say that the government has come up with measures to enhance social values centering on the public sector in order to boost the quality of life felt by the public.
The Ministry of Economy and Finance said the “strategy to promote the public sector to realize social values” was finalized at an economy ministers meeting Wednesday.
Social values refer to values that contribute to the sustainable development of public interests and communities in areas such as society, environment and culture as well as the economy.
The government has come up with comprehensive policy measures to raise social values, as critics point out that the quality of life felt by Koreans is low compared to the pace of Korea’s economic growth.
Accordingly, the government will evaluate civil servants based on their social values and responsibilities in recruitment and promotion.
The interviewers will question the concepts, cases and policies of social values in the civil service interview test, and reflect cooperation and teamwork when assessing policy performance.
Furthermore, the mandatory learning requirements, which are reflected in the review of civil servants’ promotions, include items that contribute to social values such as non-work services and disaster relief.
The government plans to reflect social values not only in individual personnel but also in the evaluation of central ministries, government funding, R&D and fiscal projects.
